Meet Our Team

President & CEO

Timothy Head

Timothy Head is the President & CEO of Unify.US. Previously, he served as executive director of the Faith & Freedom Coalition. Tim has played a key role in creating several legislative bills passed in recent years – most notably, the landmark federal prison reform bill commonly referred to as the First Step Act, as well as the Fight Online Sex Trafficking Act (FOSTA) and the Stop Enabling Sex Traffickers Act (SESTA), and the Taylor Force Act. Many call the First Step Act the most meaningful reform of the federal criminal justice system in over 30 years.

Tim has testified before the U.S. Congress and multiple state legislatures and has an extensive public presence, with over 200 media publications for outlets such as Fox News, National Review, Washington Examiner, Washington Times, Christian Post, The Hill, The Jerusalem Post and more. He has been quoted by AP News, USA Today, The New Yorker, Washington Times, Atlanta Journal Constitution, and others and has made numerous TV and radio appearances on Fox News, Newsmax, One America News Network, CBN, MSNBC, NPR, and more.

Tim graduated from Baylor University with a Bachelor of Arts in Psychology, a Master of Social Work, and a Juris Doctor. In 2021, Baylor awarded Tim the Pro Texana Medal of Service, which recognizes one graduate each year whose contributions have furthered Baylor’s mission to significantly impact the public or nonprofit sector.

Tim has been married to his wife, Annie Kate, for over 20 years and they have two daughters together. He also serves on the board of directors for the Council on Criminal Justice.

Executive Vice President

Patrick Purtill

Patrick Purtill is Executive Vice President & General Counsel of Unify.US and serves as the Charles Evans Hughes Lecturer in Politics and Co-Director of the Washington Study Group at Colgate University.

Previously, he was Director of Legislative Affairs at Faith & Freedom Coalition where he oversaw all federal legislative, regulatory and amicus activities and coordinated the state-level policy activities of more than twenty independently incorporated affiliate nonprofit organizations.

In the George W. Bush Administration, he spent three years as Special Assistant to Deputy Attorney General where he managed drafting and implementation of regulatory reforms and pilot grant programs and served on the Attorney General’s Prisoner Reentry Working Group, the President’s Prisoner Reentry Initiative Group, and the Strategic Management Council’s Subcommittee on Violent Crime and Gangs. He spent another two years in the Office of the U.S. Secretary of State as Director of New Partner Outreach for PEPFAR where he created and implemented the New Partners Initiative, a $200 million program to deliver HIV/AIDS programming in 15 countries.

Additionally, Patrick served as CEO of two Washington-based NGOs. As CEO of the National Council For Adoption, he coordinated relations with more than 100 corporate member agencies worldwide and worked with legislative and committee staff and coalitions to secure passage of the Adoption and Safe Families Act, the Adoption Tax Credit, and the Multi-Ethnic Placement Act. As President of the Washington Scholarship Fund, he oversaw a three-fold program expansion to support nearly 1,400 low-income Washington, D.C. children attending 125 private, parochial, and independent schools of their choice and coordinated a longitudinal program evaluation of the Fund’s impact conducted by Harvard University.

He has testified before the U.S. Congress and multiple state legislatures, been an NGO Representative to the Hague Conference on Private International Law and provided commentary on a host of public policy issues for national broadcasts and newspapers, including ABC’s World News Tonight, NBC’s Today Show, CNN, MSNBC, and USA Today, in addition to many regional and local broadcasts and newspapers.

Patrick holds a J.D. from the College of William and Mary Law School, and a Master’s and Bachelor’s degree in political philosophy from the University of Dallas.

Chief Operating Officer

David Safavian

Chief Operating Officer, Unify.US

David Safavian is the Chief Operating Officer at Unify.US. He also serves as criminal justice policy adviser for CPAC, where he advocates for policy changes that improve public safety, protect families and victims, reduce recidivism, and maintain fiscal austerity.

Safavian has served as an adjunct professor at Georgetown University, where he taught courses in real estate ethics. He held two senior policy positions in the Administration of President George W. Bush: Administrator for Federal Procurement Policy and Chief of Staff of the US General Services Administration.

Before joining the Bush Administration, Safavian was Chief of Staff to Congressman Chris Cannon (R-UT), a member of the House Judiciary Committee. He also served as a legislative aide to Michigan Attorney General Bill Schuette (R-MI), when Schuette was in the US House of Representatives. Safavian clerked for US Magistrate Judge Paul Komives, and held a civilian position in the US Army Aviation and Troop Support Command.

In his spare time, Safavian regularly addresses graduate business schools as a guest lecturer, where he speaks about ethics and the criminal justice system. He has spoken at Catholic University of America, George Washington University, Johns Hopkins University, Loyola University Maryland, Villanova University, and Virginia Tech. He recently co-authored an article on the role played by credit reporting agencies in the 2008 Financial Crisis, which was published in the University of Pennsylvania Business Journal. He also currently serves on the Board of the Clean Slate Initiative and is on the Board of Trustees for the Council on Criminal Justice.

Safavian has an MBA from Loyola University Maryland, a Master of Law (LL.M) in taxation from the Georgetown University Law Center, a Juris Doctorate (magna cum laude) from the Michigan State University Detroit College of Law, and a bachelor’s degree in political science from St. Louis University.

Political Director

Adam Pipkin

Adam Pipkin joined Unify.US in early 2025 where he now serves as the Political Director. He joins Unify with a diverse background in politics where he has managed state and federal campaigns as well as served as Executive Director for the Georgia Republican Party and in public policy where he has served in roles as Chief of Staff for former Georgia Senate Majority Leader Chip Rogers and Deputy Director of Voter Education for the Faith & Freedom Coalition.

With over a decade of experience advocating for conservative solutions, he has had the opportunity to work on important policy issues like educational choice, criminal justice reform, human trafficking, tax reform and many other key issues that matter to Americans. Adam is a graduate of Georgia State University. He and his wife Sam reside in Northeast Georgia with their 3 children.
